Auto tranny stuck in 2nd or 3rd

Hi Guys,

Just recently acquired my 2nd 4 runner. 91' auto with 3.slow. The engine starts runs/revs happily and fine. But once in gear, it doesn't appear to be going down to 1st or even 2nd gear. Getting up to 75mph, you only get two shifts, and it's REALLY slow off the line. If you lock it down in the "L" setting(not 4 low) it gets up and goes better, but still not great. In reverse it has the pep i would expect from a stop in 1st. Once rolling it seems to go just fine. Oh and the O/D off light flashes during acceleration.

I've searched around here and a few other forums, but have yet to find anyone who's had this problem. I'm hoping it's just a valve body or shift solenoid, anybody have any experience with this type of an issue?

Hopefully i don't have to do a tranny....but if i do, this vehicle will be used for towing a boat and hunting/fishing trips, is there upgrades for the tranny etc to help in towing? (besides a cooler i should say)

The OD light flashing means that there are code(s).
