95 4runner cranks but wont start ?

I just put on a new water pump and now it is giving me trouble starting. If I crank it for about 10 to 15 seconds it will start after a few tries. I can smell fuel after a try or two, and I noticed that spark plug #1 is fouled. Could that be the problem or could it be something else. Why did this start after I put on a new water pump?
