94 3.0 auto transmission issue

94 Yota pickup. 3 inch suspension lift on 33 inch tires. The transmission has recently been acting funny. Seems to not down shift and if it does, it's very erratic. At a stop I have to put it in low gear to get it to move. Pops in and out of over drive on the highway. BUT, when it's cold outside, I mean under 30 Fahrenheit, it acts perfect all day. Mechanically seems strong. Just odd shifting. I assume shift solenoids? Other ideas?

Don't "assume" it's the shifting solenoids. ASK your transmission. (Check for codes.) http://web.archive.org/web/201408161...31diagnosi.pdf

The codes will only tell you (mostly) if you have an open/short in the solenoid or speed sensor. If you have something more subtle, you could benefit from a gear shift indicator https://www.yotatech.com/forums/f116...icator-303218/ to tell what the Transmission THINKS it is commanding.
