Did you think adding manual hubs was going to do anything at all to help? (How much did that cost you, by the way?)
You have automatic differential disconnect (ADD). When you engage the transfer case, a switch is activated. That changes the phasing of two VSVs on the inner fender, which changes the push/pull of a pair of vacuum lines to the differential. A vacuum actuator on the differential engages the differential, so the differential is now connected to the two half-shafts.
The good news is that (it seems) the transfer case is working, so that your front drive shaft turns. You need to next check to see whether the VSVs are activating, then check to see if they are switching vacuum, and then see if vacuum is working the actuator.
In fact, it seems that people often end up with nothing more than the vacuum lines getting pulled off the actuator on the differential, so I'd probably start there. Once you've found the two vacuum lines, you can just trace them back to the VSVs.
