91 4x4 3vze Pickup started to bog and no power

Driving to work this morning and felt the motor stumble and the CEL went on. Pressed the clutch and tried to rev the motor. Barely revved up and the idle was really low almost felt like it would die but it did not. It was really down on power and took a while to get up to speed.

Eventually got to work and Jumped the data ports from te1 to e1 but no light or flash with the key on engine off. Jiggled the jumper, unplugged and plugged it iback in and tried many times. Couldn't get the light to flash. No CEL with the key on, motor off. Motor on CEL on.

After work I nearly could not get it started. Popped through the intake, several times it would almost started but died after running for 1/2 second. After a bunch of tries it finally started but bogged a lot, low idle and very down on power. Ran very poorly all the way home but not as bad once the motor was warmed up.

To summarize; CEL on, no power, idles but very low idle speed, bogs when I press the gas pedal and hard to start cold. Popped through intake when trying to start cold. CEL not on when motor off, key on. No blinking light when jumped. Starts easy once warm. Gauge fuse not cut. One more thing, timing did not advance when revving motor...

Any ideas?

I can't recall for sure but I think the CEL used to be on with the key on but engine off. Is your CEL on with key on but motor off?

What could be the reason I can't get the light to blink and give me a code?

Went on paid chat with Toyota tech. He says no CEL light with motor off is self check test that says ecu is bad.

Anyone heard this before?

Anyone used foreignecurepair.com to rebuild their ecu?

Check the fuses? Also see if there's power at the ECM fuse.

Did not check for voltage at fuse but fuse not cut.

I read some where that there should be voltage at one of the jumper terminals but can't find that page again.

Te1 does have almost 12v with key on. I initially tested with light and it must be really low current as the light did not even glow. I went to my work place to fetch a multi tester and it does have 11.x volts. Battery reads over 12v.

What gives? Double checked all fuses are good.
