89 4Runner overdrive issues
I have 89 SR5 3.0 V6
was having issues with the overdrive sporadically kicking in at freeway speeds.
then slowly it started to not want to shift back to first gear.
so replaced all 3 of the shift solenoids in the tranny.
the 1st gear issue seems to be resolved. But it still takes like 4-5 miles for the overdrive to kick in at higher speeds.
anyone know if this is some sort of faulty emission thing or something
keeping it from shifting to over drive?

Vehicle speed(SPD), throttle position(tha), and engine load (ve) signals govern when OD engages or disengage.
Consult your FSM to find the shift scheduleand print these ouy, put a volt meter on VE, THA, and the Trans controller signal that indicates what the "shift position" is (sorry I don't recall its signal name offhand, but it's there somewhere). Line these three voltmeters up where you can video them or have an assistant (highly recommended over video) monitor them while you drive on a relatively deserted road that you can hit all the shift points.
In my 22rte I can hit OD around 45 and it won't kick down until in the 30's. It's primary control is throttle angle, maybe your foot is the problem

OD is inhibited when the engine is cold. http://web.archive.org/web/201408160.../6overdriv.pdf (this manual page is for an A43D, but most Toyota transmissions inhibit OD when cold) 4-5 miles for OD to be available sounds about right to me.
