Correct. That's how mine is, even with a little tweaking(exhaust,ignition). The low end just lugs. Mine get's all kinds of power up above 3000 rpm.

I'm not sure what you mean by "miss". The idle never really steadies out, if that's what your noticing. It just kinda sways up&down between 750-850 rpm is what is specified in the FSM.

Check all your sparkplug wire connections. Sometimes one will back off the plug, makes the engine miss a little.

I had what I thought was a persistent non-curable miss type deal when I bought my truck. Turned out somebody had fiddled with the wrong screw when they tried to adjust the idle. Never could get it to idle smooth untill I got that other screw on the TB set right.
