22RE Air Flow Meter Diagnostics?

Still trying to track down the reason why my truck runs poorly. Looking at the air flow meter now: Manual (page FI-64 in my copy) says to measure resistance between terminal E2 and Vs, VC, & Vb, When I try to do this, I see a resistance for a fraction of a second (too quick to really read), then it goes to infinity. That was evidently a problem with the probes. Switched them out for some with alligator clips, and I see expected values.

However, when I try moving the vane and measuring between E2 and Vs, I get readings all over the place. With the vane closed, I see around 270 ohms. Move it just a little, and it spikes up to 400 or so, then oscillates around 100 ohms either side. Close it again, and it takes 30 seconds or so of bouncing around before going back to a steady 270. Likewise, if I open it gradually, it fluctuates, between maybe 300-900 ohms, but not linear. I might see the 900 when it's half open, then only 300 when fully open.

This doesn't seem like the way a good meter should behave. Am I doing something wrong with the testing, or is it broken?

Ff it is broken, would it cause the truck to barely run? It suddenly lost power and runs rough, would barely get to 30 mph or so. Have checked many other things - timing, spark, coil, blocked exhaust, fuel supply, &c, and all seem good.
