To keep it simpler, leave fuse as it is, and use the multi-meter setup to jump B+ to FP. Meter will only read current to fuel pump and wires leading to it - including leakage to ground if there's any short.

+1 For things that are necessary for safe running and operation, I prefer OEM.

We got the Toyota fixed!! Yay!! We weren't able to find the root cause due to time constraints so we ran our own wires for the fuel pump via a relay. Now the truck runs. Thanks to everyone that helped trouble shoot this issue.

If you bypassed the COR (sounds almost certainly like you did), that means that if you get in an accident that breaks a fuel line, the fuel pump will keep spraying fuel while you're trapped in your seat. That will make that "time constraint" sound pretty unimportant.

Fix it correctly. Soon.

Back in the old days we never worried about electric fuel pumps shutting off

It was just the gas tanks catching on fire.

Then real life car fires are not near as impressive as in the movies
