transfer case question

I have a 94 dxl 5spd 4x4 I went out behind the house the other day to try the 4x4 out and only have rear wheels spinning so i thought the hubs may be messed up...I still have low gear and high gear but the front wheels will not spin

I pulled it into the garage jacked it up and here is what i found
if i lock the front hubs in and have the transfer case in 4 Low and spin the front tires the axles and front shaft will turn....but if i spin the rear tire only the rear shaft turns...when i unlock the front hubs the front spin free like they should

I have no noise coming from the transfer case and no front end noise
just wondering if any one has had this issue or may be able to tell me where to start so i can get this fixed....also would it be better to rebuild the transfer case if needed or buy another one

Thanks for your advice and any info
I just realized i posted this in the wrong forum SORRY i dont see a place to delete this post

One thing you might take a look at is to pull the shifter out of the t-case and see if it is stabbed into the shift rails properly. Shift into 4H and pull the shifter and see if the shift rails are aligned like this:

The end of the shifter goes into the square gap between the two rails: []

Usually accessible from on top, pull the shifter console, and boots then the shifter. You can either push down and twist the shifter retainer or just unbolt the shifter base to get a better view of the insides, as shown in the picture. I find I stab the shifter in wrong about half the time, there are a few places the end can fit but only one place where it works right. Note that the shift rails move in a mirror image to the shifter itself, since they operate below the pivot, so both rails forward is 4H.
