yea the thing at the top is like chipped, so most of the hex head is still there but then like a 1/5 of it is missing, and it idles high after you push the gas and the more you push it and let off the higher it idles

Not sure if you checked, but is your pedal sticking down at all? When it is idling high just reach down and pull the pedal up. Could be as easy as a worn spring. I always start with the easiest stuff first.

could be gunk on the throttle shaft holding it open
could be a weak return spring
could be the cable sticking
...and what do you mean hex screw on the adjuster? idle speed is adjusted by a screw on the top of the throttle body that has no affect on the throttle shaft or plate- it is a 'needle' valve that lets air bypass the throttle without physically moving the throttle and it is adjusted with a flat/standard screwdriver.
Are you referring to the throttle stop screw or the dashpot on the side of the throttle? If you're using either one of those, it's no wonder your idle speed is drifting since either of those will keep the throttle from fully closing and will cause the throttle position sensor to not send the IDL signal to the ECU, thus complicating the issues with the idle speed.

Also check the dash pot under the throttle linkage. If it is dirty or plugged it'll hold the throttle open:
