85 22re brake booster/issue causing surging idle

May be the TPS, especially since you are getting a code. Easy enough to test and find out for sure. But it may also just be misadjusted and that can cause you to set the timing wrong and that can cause the idle to be too high. On my 22RE, if I go to about 7 BTDC I can't get the idle down much under 1000 RPM.
Might also want to check the dash pot:

If it sticks open or is slow to close, it can give you high RPMs between shifts.

I'll adjust idle down, I hope it fixes things.

Yea it did actually. I did two things at the same time to try and fix the problem. So I'm not exactly sure which one actually fixed it. But the first thing I did was cleaned the IACV. Then I read that the idle adjustment screw can let air leak in around it. So I put some plumbers tape on that screw. Like I said before though, I'm not sure which one fixed it. But she runs great now!

Intake Air Control Valve. It is a mecanism that checks the coolant temp for the high idle. If the coolant is hot it shuts off the high idle, if it's cold then it gives the engine more air so the high idle works. Someone probably has a better definition though.

There are two kinds that, one is under, and attached too the throttle body. The other is right next too it on the intake. You will have one or the other, but best way to find them is too fallow the coolant hose too it. I opened mine up and found a bunch of silicone in it. But sadly it didn't fix my idle issue. I then found the idle up valve too be my issue. It is stuck open so it sucks air always. I plugged the ac vacuum line and it fixed my surging issue. I still currently have a high idle issue, though. It idles too high when cold.

Well here is a little back ground details on my problem. My brakes have always been a little screwy, with the first push of the pedal it would go to the floor, if you pumped it again the brakes worked perfect. Well last week I parked it, went out the next morning and had no brakes at all. The pedal wouldn't tighten up at all. So I put a new master cylinder on it and the brakes started working perfect. Also for the past few months or so, every once and a while when I would apply the brake at a red light the idle would surge from about 500-1500. I could rev it up a little and it would go away. Well now, 3 days after I changed the master cylinder this happens... It first started like before sitting at a red light with the brake applied it surged, but now it goes from almost 2k or more to +-500. Then it started doing it when I would put in the clutch but it didn't surge as bad. And now it does it ALL THE TIME. The idle is all sorts of screwed up. When I go to change gears and I push in the clutch it revs up to about 3k rpm and then goes back down. When I let off the throttle going down the road it takes it like 2 seconds or so for it to act like I have let of the throttle. WTH is going on with this thing?! I did some reading around and people talked about the brake booster which would make sense since I just had that master cylinder put on it, maybe something got messed up? Please someone help me... my 87 4runner with 22re was stalling when i pressed the brakes, i replaced the master cylinder too then the brake booster and check valve and it solved all my problems
