May be the TPS, especially since you are getting a code. Easy enough to test and find out for sure. But it may also just be misadjusted and that can cause you to set the timing wrong and that can cause the idle to be too high. On my 22RE, if I go to about 7 BTDC I can't get the idle down much under 1000 RPM.
Might also want to check the dash pot:

If it sticks open or is slow to close, it can give you high RPMs between shifts.

I'll adjust idle down, I hope it fixes things.

Yea it did actually. I did two things at the same time to try and fix the problem. So I'm not exactly sure which one actually fixed it. But the first thing I did was cleaned the IACV. Then I read that the idle adjustment screw can let air leak in around it. So I put some plumbers tape on that screw. Like I said before though, I'm not sure which one fixed it. But she runs great now!

Intake Air Control Valve. It is a mecanism that checks the coolant temp for the high idle. If the coolant is hot it shuts off the high idle, if it's cold then it gives the engine more air so the high idle works. Someone probably has a better definition though.

There are two kinds that, one is under, and attached too the throttle body. The other is right next too it on the intake. You will have one or the other, but best way to find them is too fallow the coolant hose too it. I opened mine up and found a bunch of silicone in it. But sadly it didn't fix my idle issue. I then found the idle up valve too be my issue. It is stuck open so it sucks air always. I plugged the ac vacuum line and it fixed my surging issue. I still currently have a high idle issue, though. It idles too high when cold. Anyhow hope that helps you even though it is likely a couple weeks late. lol
