I somehow doubt he came up with that number scientifically. 
But yes, you're mostly right.
The issues is that after decades, that smog stuff stops functioning correctly. When it's working right, you get good performance and fuel mileage. When things start clogging up, malfunctioning and just not working right, mileage and performance suffer.
Fixing all the emissions stuff is one option, but expensive and difficult. Removing it is the easiest, cheapest way, and it allows things to breathe again. I'd guess performance and mileage would benefit.

well gotta say .. I LOVE the 20/22r series engine .. she's a workhorse , and a great engine , no doubt .. but I have built my last one (personally)
I installed the 3.4L with a S/C in my /83 Trekker and will never look back .
with just about 300HP I get 24 MPG hwy .. (lots of city mixed in as well , but mostly hwy )
sorry fellas .. although a great engine in its day .. it's now a dinosaur IMO ...

You're probably right. The nice thing is that I know how to work on it. No EFI with flashing codes to figure out what's wrong, just basic mechanics. I'm sure that once you figure out how to work on FI engines, it's great. But I like how simple my engine is.

81 short bed, bought brand new off the lot here in san diego in may of 81. She got up to 27 mpgafter break-in. Ofcourse that was when it was a two wheel drive, stripped down model. After conversion to 4X4 twenty years ago I lost 9 mpg , but I saw parts of America two wheel drive can"t get you to.

Ok so on my 83 Toyota 22 r carb stock running 235 /75-15r wheels I'm getting 27.5 I emptied my tank put exactly 10 gallons and ran the truck till it emptied I went 275.7 miles before it died this is my daily comuter I have copper NGk plugs and a header stock air filter I run a 10-40 oil and I use gas with sea foam every tank so I don't know how it gets that mpg but that's how it comes out

1980 4x4 4spd, 135k mi, was getting about 9mpg when i rescued it from sitting on a farm and not running. I upgraded to what I thought was a Weber 32/36, and ended up being a weber 38. With new (used) 31" swampers, I was at that point in town getting about 11-12mpg. My friend has a dyno and he got a high altitude jet kit from Weber. It ended up needing the leanest jets in the high altitude kit, and now it's getting 16mpg in town, 21-22mpg on the highway. Not bad for a 33 year old truck! Smog pump and exhaust recirc are still hooked up, but the EGR has a dummy line that is plugged to make it look like it's hooked up.

as of right now my sr5 with 31.50's is getting about 15 around town and about 20 on th highway. its stock other than the tires. anyone have a good website to buy replacement engine parts? i have an exhaust leak and want to fix that.

Don't forget to be careful (use torque wrench if possible) on the bolts going into that head during install... it is an aluminum head, and you do NOT want to deal with helicoil repairs!

There are others out there, but these are who I have found to be reliable. Getting engine parts isn't the hard task, its finding miscellaneous body, interior and electrical parts that are the hard things to find.

83 22r
average 20mpg I have 83 with dual timing chain 22r with weber carb and fuel pressure regulater. Timing set at advance at 5. No cat with stock style muffler. W series A 5 speed swap with 5.29 gears 35 12.50 15 cooper stt. Can easily do 75 on highway up hill in 5th.
