Hissing noise from EGR valve?

Hissing noise from EGR valve?

I was replacing some old vacuum caps on my 76 and after starting the engine up I noticed a hissing sound coming from what I think is the EGR valve. Thing is the PO de-smogged the truck when he installed the Weber carb so I shouldn't have an EGR valve right? I'm guessing PO was to to cheap/lazy to pull the EGR and block it off. I'm also assuming I should go ahead and do that. Anyway I've attached a video for reference.

Yeah you definitely want to pull that off and plug the hole on the side of the head. Make a plate or buy the kit that LCEngineering makes.

Pretty sure what I am seeing here is an egr valve with the modulator port capped and the "output to intake" venting to the engine bay. ?

Nice move previous owner..

Headers would be a cool upgrade but I'm on a budget. LCE headers are like 360 and I imagine I might to do some fab work on the exhaust to get it to line up.

Brazing would be a lot cheaper if I can find someone with an O/A torch.
