Matt - Curious as to why you recommend the fuel filter. It's not a wear item on the toyotas. I've never personally experienced or heard of one clogging on these old trucks. Just curious. I was thinking for $15 it'd be cheap enough to change. Dealer wants more like $45 though.
Anyway, engine block is still at the machine shop. 2 weeks wednesday. Hope to get it back soon!!!!

The best option for your situation is PB Blaster and a lot of pounding on the stud with a short socket extension and a heavy hammer. The pounding will cause the PB to work its way down the threads. You may have to pound for hours until the magic happens. Be patient. Torch will melt the aluminum before the bolt can expand enough to release. Too much heat sink. Pounding and PB will prevail.

I have had these filters clog before......ONCE! Can't say why it did, but I could not blow through it. So, if you can blow through it, it isn't clogged and is still filtering.
If you decide on a new one, though, WIX makes good filters. Inexpensive enough, too.

I feel your pain buddy. I just took my head off today and snapped the same bolt! I came on here to see if anyone else is dealing with this problem. Good luck to you. Time for me to get the drill out!

You might see if a shop can fill the hole you drilled in the wrong place with metal then re-drill it for you. Things like this do go wrong, but you still saved a lot of money doing it yourself.
