I did mine while on jackstands, wheels off. Bolt came out with minimal "persuasion". I used the jack to raise/lower the diff as needed to get bolt back in.

The weight of your truck is holding the bolt in place, you have to jack the truck by the frame to droop your axle, it will be easiest if you remove your wheels too... This will also help when putting the bolt back since the axle will have to move slightly to the left to accomodate the panhard's new position.

I would try various combination of lifting the truck up off the suspension. Watch the ends of the bar closely and see if you can see when it has the least force on it. You should be able to see the rubber bushings flex and unload as the force changes. Depending in the lift you have, you may have to try various combinations of lifting. On the torque rod on the front of my '85 (very similar to the panhard but runs fore-aft) I had to use a small come-a-long to pull the things in alignment to get the bolt in. This was before I added a bracket and adjustable rod there.

Nah, that was somebody else that had the hard time. Mine went pretty easy. Which bracket did you end up getting, Procomp or Downey?

I was emailing with Steve Schaefer the other day about this very subject. Here is what Steve wrote me regarding his drop bar:

This part is 100% bolt on and installs in minutes without even jacking the vehicle up or even taking the tires off . . . The hardest part will be getting the bolts out of the stock t-bar, as it is basically screwed up right now, the bolts will have tension on them. Once you install the new drop bar the holes will line right up . . . The easiest way to get the trac bar bolts out is just to get 2 or 3 people to stand on the rear bumper, lowering the rear down a bit, you go under there and pull one bolt out, the second one will come out very easy then. The bar only controls side to side movement, you can take it off, parked of course and swap it without issue.

You might try using a come-along or ratchet strap between the axle and frame to pull the two closer together.
