Are you sure you're shorting TE1 and E1?

i did this from a earlier thread-
If you look by the fuse box in your engine bay on the passenger side, there is a small grey box next to it labeled "DIAGNOSTIC". Open that up and you will see a bunch of terminals. There are two terminals you need to jump to pull codes, they are "E1" and "TC". There should be a diagram with labels on the cap IIRC. Jump these with a wire or something that is conductive and watch the blinks when you have the key turned to ON (you have 4 seconds to get from the diagnostic box to the cab where you can see the CEL |

I believe E1 to TC is to test the ABS.
Try TE1 to E1
