In order for this to be true, the hole diameter must be smaller than the thickness of the material. So a 1/4" dia hole in a solid rotor from an early SAS truck would increase surface area. But a 1/4" dia hole in a vented rotor would not give you a net increase in surface area. Remember it's the area of the sides of the hole, minus the circle of area that is 'removed.' This is completely ignoring the chamfer on each hole.

The end result is that drilled rotors don't work any better than non-drilled rotors. Unless you want to lighten them for a racecar.

Brake hoses will increase your pedal firmness and can give you better feedback so that you can better modulate your brakes, but don't actually do anything for stopping force.

If you want better brakes, the logical steps are:

1. make sure your braking system is actually working properly, rear brakes properly adjusted, front calipers & pads not stuck. Front pads are worn evenly and not tapered. Fluid is clean and fresh.
2. switch to a better brake pad compound
3. switch to bigger brakes (rotors and calipers) and adjust your brake bias.

YMMV.
