cant get a high brakepedal

i must have bled a gallon of fluid through this system.ive done it exactly as described with the prop valve last.i get a good stream of fluid out of every one but the pedal is still low.last nite i nispected all of the pads and the had plenty of meat on them i even adjuster the rear drums out about as far as they would go.
any ideas?

Did you put a new master cylinder on it? How did the problem occur?

Adjust the rear brakes.
