Need to verify if timing belt is set right.....

I'm in the process of replacing my waterpump and timing belt in my 3.0 Litre 1995 4 runner sr5. I have aligned the crank notch with the oil pump reference mark, and have verified by the rotor button that it is set at #1 TDC. I have aligned the two cam marks with the timing belt cover reference marks. When I place the belt on and reset the covers and tensioner, the manual says to rotate the crank 2 full turns clockwise and recheck the alignment marks. I'm finding that the timing mark on the crank has moved 10 degrees, when the two cams realign with their reference marks.
The Haynes manual gives a reference picture, but the pic is horrible and I can not make it out. Should the harmonic balancer timing notch advance 10 degrees, or stay at the 0 degree reference mark on the lower timing belt cover after 2 full revolutions.
PLEASE HELP or I'm gonna push it into the river.......
