There's usually a little plastic ratchet thingy in the switch that turns them off, sounds like yours is worn out. Don't know if you can fix it without getting a new switch.

Just something to think about, still probably replacing the switch would fix it. Today I was fooling around in my dash, and had to go somewhere. I was driving around without the center console on (without the hazards switch connected) and I did not have any blinkers at all. Pertaining to your problem, my turn signal stalk did not go back into the neutral position after I turned ( its a habit of mine to use the turn signal, by the second turn I made, I realized that the stalk had not moved back). I would believe that the two problems go hand in hand, since you have signals, my 'problem' might mean nothing. phew, that was a long post, lol, I need to get off of here, its 12.30

Pull the steering wheel and check the cam and where it hits the switch. Likely the piece on the cam that hits the lever on the switch and/or the lever on the switch might have broken off. The cam just lifts off, so would be the easiest to replace.
