89 pickup 4wd 22RE blower motor not working

Heater blower motor in 89 pick up is not working. Blower motor relay clicks when switch is turned on but fan does not get power. Fan will power on if I jump 12v to terminal 3 of relay socket. Not getting 12v at either side of 30a fuse next to blower motor relay. Seems like relay is getting 12v signal from switch, but there is no voltage coming in on the high side to send to motor. Looking at wiring diagrams it seems that relay is supplied with high voltage input from ignition? Any ideas what sends voltage to 30 amp fuse?
My blower motor resistor is bad, have one on order. Currently unplugged, but I recall that it should work on high setting with resistor unplugged. Does anyone know if there is another circuit that powers relay? Thanks.
