Timing issue

Hello. 86 SR5 4runner throw my hands in the air problem here.
For starters, the motor just seems to have a lack of power even being that it's a 22re. The distributor either wants to be clocked all the way forward or if I jump the gear one tooth it wants to be clocked all the way back. Do you guys think the chain might be off a tooth or any other simple problem?

Fuel filter swap fixed it. Sorry to waste your time.
