looking to troubleshoot. been an intermittent thing over the last 5 or 6 years. engine off, turn key to "on", and the CEL doesn't illuminate. when it doesn't come on, the fuel pump won't run if the key is then turned to "start". i have simply turned key to "off", then back to "on", and most times, the CEL illuminates, and the fuel pump will then run when the key is further turned to "start". (sometimes i've had to do this two or three times, but it has always eventually come back on). not today. i've turned the key "on"/"off" 20 or 25 times. no CEL, no fuel pump, no start. in my sig, '87 4r #1 - 22re/5mt etc.
jumping Fp to B+ does not make the pump come on when the key is on in this condition (normally it would). the starter works just fine, but no ignition; certainly because the fuel pump isn't pumping. i have my multimeter; just need guidance on what/condition to test.

i have checked the fuses in the driver kick panel (none are "blown"). same with the under hood fuse block on the passenger inner fender. all are intact/pass continuity/visual. battery is fully charged, and indeed when swapped to my other '87, will start it no problem (just to eliminate that).

The spec is 27 times. You quit too early.
Just kidding. I suspect the EFI relay (not that I know anything about '87s). With key-on, you should have battery (~12.6v) to ground at the B+ terminal. You almost certainly don't.
Apparently, the EFI (called MFI in the FSM) relay moves around, so this '93 manual may not be of much use: http://web.archive.org/web/201204170.../2powersou.pdfDon't just change the relay; you could have a wiring problem. The MFI (EFI) relay is just an SPST relay, so testing the pins for voltage and the relay for function should be pretty easy.

i do have the '87 toyota FSM, so i can reference that when locating things if i don't already know where they are. indeed, i do not have battery voltage to ground at the B+ terminal. as you probably know, i hate to throw parts at stuff, so i'll be attempting to test (troubleshoot) and confirm before adding any parts. i also suspect a wiring issue may be possible; the multimeter is the only way. i'll locate the MFI/EFI relay and test....
solved this. scope was on the money. the efi main relay was kaput. it helps having 2 '87 4runners. swapping the relay from one to the other transferred the "no CEL" to the other 4runner, and the good relay into the original 4runner brought the CEL back on. fortunately, the '88 parts 4runner has the same efi main relay, so at least initially, the 3.0 and 22re used the same one (they are the same as far as part number, printing, sized, etc). so now the '88 no longer will start unless i put a relay back in its place.
fyi, the '87 & '88 efi main relay is located in the driver kick panel; the plastic panel has to be removed to access it. photos attached show the locations in both of my '87s. one has cruise, the other doesn't....
suspected failure cause is a minor windshield leak at the left, probably near the upper corner of the windshield. the bad relay shows corrosion on the outer surface and at the contacts. the good relays do not show any exterior or contact corrosion.
this is the good relay, swapped into 4r #1 (which had the "bad" relay) . it is the round relay at the bottom of the junction block. the other round relay pictured is the tail light/panel relay, which has a different part number printed on it.
