1987 4 runner fuel sending unit

Hello!
new guy here. My 1987 4 runner has been sitting for 7 years. I tried to start it the other day, turns over but it’s not getting gas. Fuel pump doesn’t come on.
(I checked by jumping the fuel pump diagnostics jumper under hood )

the first thing I noticed was the fuel gauge was sitting on empty after I put 5 gallons in tank.
I checked for power at the fuel sending unit and there is power to it but no power to the fuel pump connector.
My question is if the sending unit is bad, will there be no power to the pump? Or are they two separate devices?

the sending unit is difficult to access to test it (and replace - tank needs to be dropped). the fuel pump is easy to access to test and replace if needed.

The fuel gauge sending unit and the fuel pump are separate and independent devices.

They both could be rusted from sitting though.
