95 pickup with 22re won't start.

I have a 95 Toyota pickup that will not start. Truck was running then sat up for one month. Went to start and some crazy ˟˟˟˟ with the dash lights are going on. So once I turn the ignition switch to the on position, the dash lights come on then slowly fades away. Then I turn over to start the engine and nothing. all light go away and no sound. like some type of amperage draw. Changed the battery and starter is 2 months old. Also installed a new start relay. The radio would flicker on and off so I thought maybe it was shorting out, causing the problem. I pulled the radio and disconnected. No change with the problem. Anyone knows what I could check?

How's the grounds under the hood? How's the battery negative cable & ends? Battery connections tight? Connection to the new starter tight & corrosion free?

Like Paul22RE said, check all your grounds. When I first got my 4runner and had an intermittent radio issue and some other random electrical things, cleaning the grounds in the engine bay made a huge difference.
