power only to some fuses

power only to some fuses
sould all my fuses in the fuse box have power to them?
fuel pump working
new distributor cap
new spark plugs
cleaned throttle body
cleaned intake manifold
i did all these but my truck still dosent want to trun over
( 86 toyota pick up 1 ton dually EFI )
