1992 4Runner 22RE Won't Start

Hello All,

I have a 4Runner that will not start. If I let it sit over night and try to start it, it will crank over and then act like it will start but then doesn't. So I have done the following:

1. B+ to Fp fuel pump runs but rig won't start
2. Replaced open circuit relay still won't start
3. tested cold start timer and it is good
4. tested VAF and it fails for E1-Fc
5. new battery
6. tested spark and there is spark
7. fuel comes out the cold start injector when B+ to Fp is jumped
8. EFI relay replaced

all things have been checked that I can think of and system still will not start. what am i missing? The engine is new rebuilt with less than 1000 miles on it and nothing has changed on it except it was stolen and then recovered. It was abandoned by the thief cause it would not run, I am assuming.

Ha ha ha you guys are going to laugh. People who stole the vehicle could have done a lot of different things to strip and part it out, especially with a brand new motor in it. But all they did was take the ECU so that is my issue. No ECU now I have to find an ECU for a 1992 4Runner 22RE MT 4x4 if anyone knows of one.
