My Chilton's says the gauge fuse is number 5 which is the second row in the middle. It should be a 10 amp fuse. These are the fuses under the driver's kick plate. I'm using a Chilton's for the '89 4Runner.
The book you need is a Factory Service Manual or a Chilton's manual. The owners manual I don't think tells you much beyond operating instructions and maintenance schedules. You can get all these from eBay or search here for the link to the Wayback Machine which has FSM's. That link is on post #7 of this thread:
