Charcoal Canister Replacement Causes Issues

Hello ....... I have an 02 4Runner with 260K miles and was running great - solid no problems. Popped an P0446 code for the EVAP system, brought it to the dealer, had the system smoked and found a rusted charcoal filter canister needed replacement. I also had the serpentine belt replaced. When I received the car back, there was an intermittent ticking noise coming from the engine which begins after the engine is warmed up then it is sporadic - really annoying. Also, my instrument cluster lights are completely dark. The tail lights, Tail Breaker under the hood all check good. But I did see that the towing lights wire dangling in the rear with the cover off. My thought is perhaps the Toyota mechanics damaged this wire in some say during the canister install in the rear that shorted out my instrument cluster lights. The gear lights (P, N, D, etc) all work as well as the annunciation lights too. Also, I believe there is an EVAP valve between the firewall and engine - could this be the cause of the ticking problem. Since the ticking sound is sporadic, the valves are probably not the culprit. Any advice and wisdom welcomed please. Thanks!

Is the instrument light brightness know turned down?
It can be found on the panel to the left of the steering wheel.

Forgot to mention that. No, the resostat has no effect on the lights. The lights remain off regardless of the resostat position.

The ticking noise could indeed be the EVAP purge valve - it would cycle periodically and might seem sporadic.

The charcoal canister is plastic.

Our trucks do not have a serpentine belt.
