94 4Runner cruise control

Hey guys,
On my 94 with a v6, 5 speed, the cruise won't set. The light on the dash comes on, doesn't flash or anything, but when I hit set it doesn't do anything. All the research I've done says there should be a vacuum actuator up by the brake booster, but there's not. All I see up by the throttle body are a dashpot on the front and another vacuum diaphragm of some sort on the back. Neither have any electrical plugs or anything... Is there somewhere else I should be looking for the cruise actuator? I'm guessing that's where the problem lies..

Are you sure you have cruise control?

At some point (I don't know by year), Toyota used an electrical actuator. I have vacuum.

Do you have two throttle cables to the throttle body? One is for the accelerator pedal, the other for the cruise actuator. Just trace it.

(If you had an automatic transmission, there would be a third throttle cable.)

My '94 has electric cruise control. The actuator is a servo motor that sits on the passenger side fender with a throttle cable running to the throttle body, as scope says.

Check out the diags in the FSM pages scope has linked. That'll be the best place to start.
