87 22r Timing issue

Been having some smog issues and was adjusting the timing today. Truck seems to idle and run better at around 15*btdc than it does at the recommended 0* btdc. It passes smog at 15*btdc and does not at 0* Seems like it should be at 15* but. I'm tempted to file another notch in my pulley lol. Yes I am getting these readings with the vacuum lines plugged.

Any suggestions?

Sounds like it might be time to replace the timing chain and tensioner.

Does anyone else have any other suggestions? I tried moving the distributor to see if it jumped a tooth, and I tried pulling the harmonic balancer to see if my keyway and groove were out of whack (They weren't)...
