1985 toyota sr5 pickup, 22re engine will not turn over when cold out

My 1985 toyota sr5, 22re engine will not crank/turn over when it is cold temps outside (usually below 32 degrees F). It only makes a slight buzzing noise coming from the location where the ECU is at when you turn the key to start. In warmer temps outside the truck cranks right away with no issues. Battery CCA is 930. It was tested and was fine. This problem has been going on with other batteries installed as well. Anyone else have this issue?

After further troubleshooting from switch thru harness to starter it seems to be in the solenoid.

Turned out to be worn contacts.
