CA smog high HC @ 15MPH 51ppm and starting issue

Hello guys,

I finally replaced my head gasket and put everything together. The truck has been non-op for the last 4 years and it is time to smog the thing. I did pass the emissions test but since I have not driven the truck enough, I failed the smog test. Going over my results, I noticed that the HC at 15mph was at the max allowed. 51 PPM... I have one more free test and though I would like do do everything I can to ensure that I pass this time. I know I do have a slight exhaust leak between the cross over and cat which can contribute. I will be fixing that today. I will also be going over with a propane torch again to look for any vacuum leaks but I did that before and it came up clean but I will do a more thorough job this time. I also have the original O2 sensors that have 200k on them. No CEL or anything...
I am also dealing with an intermittent starting issue. I did replace the contacts on the starter right before I stopped driving it. New battery and the alt seems to be charging perfectly per my scangauge II. There is NO click when I try to start the motor. The clock light dims but no sound what so ever. Could it be the neutral safety switch?

As for o2 sensor IMHO I would replace it before next test.
You will not necessarily get a check engine light if its not working properly.

Not sure what motor were taking but when I go in for smog I:

Change oil and filter.
Change plugs (NGK K16TR11) I believe, and I do this twice a year regardless.
Set timing.
Inspect/replace air filter.

Before going to shop I drive it on a fast street where i can certain everything is up to temp and when I pull into the shop I leave it running. I do not want the cat to cool even 1 degree more than necessary.

Thank you for the replys. Oil has been changed. New NGK dual ground spark plugs. Not sure how I can set the timing and the air filter can probably be replaced.
I did another round of propane and the vacuum seems good. Exhaust has been buttoned up so no more leaks. Going to clean the MAF sensor now. Again, thank you.

Update. I have a low rpm miss. It threw a misfire codes yesterday. All on the same head, the head that was rebuilt.... Any thoughts? At idle it definitely does miss. Once in the RPM band, it purrs... Leaky injector?

did you ever get the smog sorted out? Mine didn't pass on high nox, due to a clogged vacuum line on my egr. I know it is two totally different things but just thought.
