95 tacoma 3rz fe gas mileage
What is the norm gas mileage as I think mine is pretty low what are ways to boost it back to life according to original owner he has never messed with anything on truck so everything has 267k+ on it except head and timing chain as I just did those

Toyota trucks do NOT have a reputation for good mpg, even the 4-bangers. I get between 19 and 23 mpg, depending on the type of driving I do. And thats driving like grandma.
Keep it tuned up (plugs, air filter, pcv). Maybe advance the timing one or two degrees, if you can. Check the valve lash. Don't go over 65 on the highway.

I don't think I get that will new fuel filter help out? And I don't know how much $$$ it would cost to get someone to do the valve lash

Is your truck 2wd or 4wd? Lifted, lowered, stock hight? Tire size? Auto or manual transmission?
All that would be helpful to get an average of what your mileage should be. What current mileage are you getting?

If you are that concerned about MPG, then you need more than just a guess at what it is. This is the best way to calculate MPG :
- fill up tank and write down odometer reading
- fill up again after using at least half a tank and note odometer reading again
- write down exactly how many gallons it took to fill up
- subtract first odo reading from second reading (miles-driven since last fillup)
- divide miles-driven by gallons used
With that many miles on it, if the rings are original, your compression could be very low (needs a re-build).

This would only be helpful if his speedo and odo are accurate. Would be best to compare with a gps while cruising down the highway.

You are assuming his tires are not stock even though he has stated twice that his 31" tires are stock, and he just might be right.

i get about 18-25mpg average about 20 60% city and 40% highway driving.
About the tire size mine came stock with 28s but i had 31s and now 33s so my MPG might be a bit lower then what it shows.

My '96 4x4 5 speed x-cab with 31s and a camper shell+roof rack gets 20 mpg pretty consistently. It has 222k miles on it. I don't drive like a maniac, but I'm no granny either. I calculated the mileage over multiple tanks using GPS because I have swapped transmissions and also gone from the stock 28s to the 31s.
My prior truck was a 2002 4x4 5 speed reg cab (also with 3rz) that had heavy welded steel roof racks and a taller camper shell. It got more like 18mpg during the 254k happy miles that I drove it.
