Blue/Yellow wire - radio battery - no power

I've got an 87 4runner SR5. Working on wrapping up a lot of work and ran into a problem trying to hook up my radio. Checked the ignition power and ground and they are good, but Im getting nothing from the battery power wire (Blue with Yellow stripe). This should be hot all the time, correct? Also checked the cig lighter to be sure it wasn't the fuse... it was not. So my question is this: where does the blue/yellow wire route to? I see it runs below the gauges toward the fuse box, but I lost it there. I want to chase this down but if it doesn't work out I will just run a new hot line.

Pretty sure the cig lighter and constant radio power are on different fuses, since the cig lighter does not work with the ignition off.

Inside the fuse cover there should be a diagram that will tell you which fuse goes to the radio. Check it out.

That circuit is powered by the hazard /horn fuse .

It splices into a Green / White wire
