Timing mark jumps. Suspect distributor. Any advice?

So I've been trying to figure out my rough idle for a while now. Tried alot of stuff with no luck. Then I noticed this. When I do my timing the mark jumps between two locations; where Im pretty sure I have it set (12*) and every 4th flash or so it'll be way up past 20! WTF!! My diagnosis is the distributor must be effed but I'm not sure and can't afford to replace cause they're pretty expensive. Anyone have any ideas or know if I can repair it? Btw it's the 3vze w/ auto in 95 runner and I have the terminals jumped like it says.

Thanks. I'll look into that. Do you think it would affect it even with the terminals jumped?
