Water leaking from cowl. Advice?

Water is now leaking from the cowl into the cabin. Under the grill part of the cowl there is a bit of rust. I can't really access this area so I'm not sure how to stop this from causing anymore damage. The truck is now under a tarp until I figure this out.

Unfortunately, there isn't a cowl delete option like in the newer toyotas so that isn't an option.

What's the next best option?

cowl is NOT removable on the 79-83's

but you can get to it from the inside .. it will require removing some pieces ..

It's a 77. I should still be able to access it if I remove the dash?

Is my best option just to weld it? How difficult is it to remove the dash on these older models?
