Angry Failed emissions but have brand new catalytic converter?

I have an 87' 4runner 22RE. Everything is stock. I failed emissions last year and replaced the cat with a brand new magnaflow high flow cat. and past very well. I just tried to get inspected again and failed but I did pass the high speed test. I have noticed that my idle has been higher and the mechanic at the shop said he thought something was happening that was making the engine dump fuel at idle. Any ideas what could be causing this?

Might also make sure you are getting vacuum to the fuel pressure regulator:

Without that, fuel pressure at low RPM/load is too high, making the engine run rich.

When mine failed idle and passed high speed it was the TPS - the IDL and E2 terminals did not have continuity when throttle was at idle - tried adjusting but could not get continuity. Replaced the TPS and the truck ran more smoothly at idle and aced emissions. If IDL doesn't ground to E2, the ecu doesn't know the throttle is closed and it injects too much fuel.

Thanks! Probably TPS then. It's old and I adjusted it when I bought it. I think I even have an extra one laying around somewhere. It was way off and caused someone to time it way retarded...which helped me score a sweet deal on this 4runner I'll look into both solutions.

Can I just bypass that VSV and do a direct hose to the fuel pressure regulator?

Thanks 4crawler. You always come through to save the day I've done this before and I just ended up removing the VSV all together and leaving the green plug that connects to the VSV unplugged. I never noticed any codes from doing this but should I leave it plugged in to the VSV?

Makes no difference, mine has been unplugged for years now, the VSV is in my parts box. From what I understand, that VSV is only rarely turned on by the ECU (it is not monitored) for hot starts to control fuel pressure and prevent a vapor lock type condition. But since mine has been bypassed, I have not seen any starting issues in 100+ temps.

Funny thing is that VSV is only on the 4WD 22RE engines, not on the 2WDs. Would think a 2WD would have the same starting issues as a 4WD.

Well when I finally got the chance to look under the hood, my TPS sensor connector had slid off partially causing a bad connection so I put it back on and strapped it down which seems to have fixed my problem (the connector was broken when I bought the truck ). I also did the direct line to the FPR. My truck seems to be running better and sits at idle where it should. Now I'll go try for another inspection on Saturday. Wish me luck

if that doesnt fix it.. look into changing your o2 sensor...

sparying a whole can of carb cleaning in the intake while the test is in progress will pass the test.

the inspector used to do that to my old camaro a few years ago's
