cold trans prob on 90 4runner

cold trans prob on 90 4runner

i have a 1990 4runner 4x4 with 3.0 and auto trans. when its cold it takes high rpm to get it to move, but once its warmed up it functions normal. fluid level is normal and and there is no indication of a leak. couls this be a clogged filter in the pan?

I am no expert on auto transmissions. When I had a clogged filter on a dodge it would delay in shifting and kinda shift weird like it was slipping, though this was a dodge transmission not a toyota. It sounds like it might be the torque converter because you have to rev up the engine to get it to move.
