Maint. of idler pulleys

My Power steering idler puller froze and burned the belt pretty badly. What could cause this? Is there something in the routine maintainence schedule that i've overlooked? How do you lube that thing?

Not having power steering sucks.

I'm really scared to think what Toyota would want for one. I'm equally scared to think how soon a junkyard one might break like mine did. I will probably look for one off a low mileage '95 22RE. That should fit my '87 22R correct?

Now that I think about it some more, I think I put too much tension on it when I changed the belts a few months ago.
