jusrt saw a weird tail light prob...

My landlord told me, when picking up some wood, that one of my tail lights wasn't working right. so I checked it out, and one of the lights wasn't coming on bright, when i hit the brakes.
so I went to the store and picked up a couple of bulbs, and replaced them.
looks fine. however, if you look at the rear light setup, there are 4 bulbs stacked, top to bottom. On both sides.
The lights come on when you turn them on, they go to bright when you hit the brakes, the tiny little bulbs at the bottom are allways on, which is fine, but on both sides, the second bulb from the top does not come on. Under any circumstances, when you turn the lights on, when you hit the brakes, if you do the turnsignal, nothing. Both bulbs second from the top, don't do jack.
Are they supposed to? and they are both new as well, just to make sure...
is there a fuse, for just these two lbulbs? I can't see that as a possibility.
It is a 88 4runner...

I heard you can clean them with seafoam and make them work.

just kidding. are you referring to the side marker lights?
in no particular order, you should have turn signal, combination brake and rear marker lights and reverse, and side markers.

there is one fuse marked 'TAIL' that controls all the marker lights.
