Couple of newb questions about electical functions with no key

First off, this is my first toyota. Im pretty mechanical, and electronics are what i do for a living. However, you can't fix a problem you dont know exists.

When my 4runner is off(88 SR5, 3.0) the power windows still function, and the green cruise control light on my dash(the one next to the button) is on. Is this normal?

well the window this is semi normal it just means someone messed with the fuse box or one of your relays and has it so it always has power the cruise control thing not so normal did you check and see if your button is broke you can also PULL the dash and check behind the guages see if any of the wires going to the guages is grounded out? that i would have to say is more of a guess and check type of thing? does it have remote start by chance i know my dads truck the windows work all the time since the remote start was put in? just throwing out ideas good luck.

no, the button isnt broke, because when the truck is running, if i push it in and out, i can turn the light on and off, however, my cruise doesnt work. But, due to the extensive amount of work on the rig, im not suprised
