dont worry about the head, worry about the body itself. reusing old bolts and overtightening them will strain the bolts so much that it will, eventually, break.

Remember to give 'em another tightening after 100 or so miles too

i resuse all my bolts, even head bolts.
what i am saying is that not to overtighten them, go w/ the specs. at a certain increase of stress you put on, the strain(lengthen) will increase and the deformation will stay permanent due to heat. the stretch will lower the tensile strength, and could result a failure of the bolt.
not to mention, a lot of bolts get seized over a long period of time, so you want to retain a highest tensile strength when poppin it out w/ a cheater bar or impact.
thats the idea about reusing bolts when overtightening them.
