Can a head like this be cleaned up a bit?

If you have to do it at home, use oven cleaner & let it sit for a while (before you dissasemble the head). You'll have to do the chambers & ports too- I do them after the valves are out. Get a quality scraper that won't gouge the aluminum & you're off to the races.

oven cleaners and carbon-buster type cleaners eat away at aluminum, i wouldn't use em. Usually say right on the bottle "not safe on aluminum or other soft metals!"
on that note, brake cleaner and elbow grease or have a shop do that dip process or whatever they do to clean blocks and heads.
