I've had good success with a 50 watt 2 meter and a 5\8 wave magnetic antenna. I live in a very rural area. When I go out hunting or camping I'm always within range of a repeater.
You're probably best off with 2 meter. It seems most communities have a fairly active 2 meter following with people that are always monitoring the local repeaters so if you need help in an emergency, someone will be there to hear you.
