Need more background...
What was the reasoning for denying the permit?
What permit were they operating under?
I don't think the forest service is targeting OHV'ers, just this one company for some unknown reason.
Does the Tonto have a travel management rule?

I believe Tonto Natl. is closing its doors to ALL tour companies. Tour companies do a big part to keep trails open, clean and safe for everyone. This is not good news.
