toyota electric locker not working

Hi everyone I have a question about the Toyota e-locker rear end. I helped a friend of mine change the left rear inner axle seal on his 2000 taco.Every thing came apart fine and went back together fine,we also changed the brake shoes due to the oil soaked in. He now says that the e-locker does not work, he has tried several times and it does not engage.He can hear the actuator motor working but it won't engage. He says it worked fine on the weekend before we took it apart now it won't. I have looked at the factory manual and I followed the instruction as listed. I have looked at the diagrams and can't figure out why it won't work. Please help if you can.

Remove and reinstall the e-locker motor.
