Is the rear brake line for the pickup needed in 3"?

Is the rear brakeline addition for a 3" lift needed for the 96+ 4x4 pickup?

Maybe, maybe not. Depends a lot on how the lift is done and how much droop the rear springs get. If you are using an AAL for all/most of the lift, then probably not, since the AAL gains lift mainly by increased spring rate (i.e. the springs compress less for a given load) but does not provide much more in the way of axle droop. I ran 3.5" lift on my '85 and the rear brake line was fine. You will need a relocation bracket for the LSVP (proprotioning valve) though:
