I doubt that would cause that problem unless you are getting a whole lot of wrap going on to the point it is pulling the e-brake cable too tight. Maybe the e-brake levers off the back side of the brakes are sticking or something.

Weigh rear axle of truck at a public scale, call up Alcan Spring with weight, spring length and lift required and they will do the rest.
